The qualification is important because a single occurrence, or a rare occurrence, or an occurrence out of character of these things is much less of a problem with regard to the bad things and much more of a problem with regard to the good things. Also, stating the case in the form 'do I or do I not' does not put the proper emphasis on the knowledge of the self of both the positive and negative.
